Check your insulation first, you could be losing all your heat out of the roof!

Thermostatic valves on radiators upstairs? (The valves with a dial you can switch off)
Electric Oil Filled Radiators are pretty good, almost like central heating, but electric. You can get ones on timers and some have their own thermostats
I would keep away from Fan heaters, Instant heat but as soon as you switch it off, it cools down, so you have to have them on the whole time, spending more money.
Have you tried shopping around for other gas suppliers?

A Calor Gas heater. A bottle costs about £25 and lasts weeks. These days they are very safe, I have used them in a Barn where I lived before we had central heating fitted.
